Practical Dilemmas and Development Pathways for Participatory Entities in Secondary Vocational Education Quality Monitoring from the Perspective of Quadruple Helix Theory

Abstract
Collaborative participation by multiple entities is a critical approach to enhancing the effectiveness of quality monitoring in secondary vocational education.Based on quadruple helix theory,this study constructs a"government-secondary vocational schools-industry enterprises-social institutions"collaborative participation model,systematically analyzing the value implications,practical dilemmas,and development pathways of multi-entity engagement in secondary vocational education quality monitoring.Research indicates that multi-entity participation helps safeguard stakeholders'rights to participation and information,foster synergistic monitoring efforts,and balance diverse interests.However,current secondary vocational education quality monitoring faces challenges such as inadequate government policy support,delayed school self-monitoring mechanisms,weak industry-enterprise engagement awareness,and underdeveloped social institutions.To address these issues,the study proposes pathways including strengthening government policy leadership,improving school internal monitoring systems,enhancing industry-enterprise accountability,and stimulating social institution vitality.These efforts aim to establish an orderly,collaborative governance framework for secondary vocational education quality monitoring,providing institutional and practical support for advancing high-quality secondary vocational education development.关键词
