Construction of National Strategic Hinterland and Optimization of Major Productivity Layouts:From the Perspective of National Security Capabilities and Regional Coordination

Abstract
The construction of national strategic hinterland is a major proposition closely related to China's industrialization and moderni-zation process,since building a national security system and optimizing the layout of major productivity are core components of economic gov-ernance for a large country.The Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development proposes to " promote the construction of the national strategic hinterland and the backup of key industries".By sorting out both historical and realistic contexts,this article conducts an in-depth discussion on the important signifi-cance of constructing national strategic hinterlands for enhancing national security capabilities and advancing coordinated regional develop-ment,and also explores the characteristics presented in China's hinterland construction since 2012.Safeguarding the security of strategic channels for energy and trade,promoting the interconnected development between regions,and accelerating the backup of key industries and the industrial upgrading of hinterlands constitute the three prominent characteristics of hinterland construction since 2012,which are exactly the key priorities emphasized in the Proposal on Formulating the 15th Five-Year Plan for National Economic and Social Development.In the future,China will foster a more market-oriented,law-based and internationalized development environment for its hinterlands,drive them to evolve into new economic growth poles and development frontier,and lay a solid foundation for building national security capabilities and advancing the strategy of coordinated regional development.关键词
