Innovation Synergy Mechanisms and Guidance Strategies for Cross-Boundary Regions from a Potential Difference Perspective:An Empirical Study from the Shanghai-Suzhou-Jiaxing Cross-Border Region

Abstract
Innovation synergy in cross-boundary regions constitutes an essential step toward advancing regional integration and an indispensable component in building re-gional innovation networks.Unlike the unidirectional pull emphasized in the"core-periphery"model,the multidirectional"periphery-periphery"linkages within cross-boundary regions offers a critical conceptual lens for understanding their innovation synergy patterns.This study examines the mechanisms of cross-border innovation syn-ergy from a potential-difference perspective.It systematically elucidates the connota-tions of potential-difference coupling dynamics and its underlying matching mecha-nisms critical for cross-border innovation synergy across three structural dimensions:endowment,efficiency,and environment.The study further develops a four-quadrant diagram of innovation synergy based on the logic of potential-difference effects and summarizes two typical spatial models:multidirectional linkage and balanced interac-tion.Using the Shanghai-Suzhou-Jiaxing Cross-Border Region as an empirical case,the study identifies a development pattern characterized by"significant potential dif-ferences and structural heterogeneity"and a synergy condition marked by"broad con-nectivity but weak stability",validating the proposed cross-border innovation synergy mechanism.Accordingly,the study proposes an innovation synergy framework featur-ing proximal complementarity and networked linkage,as well as a leapfrogging path-way for innovation synergy summarized as"absent-emerging-optimized-refined".This framework forms a guiding principle for fostering innovation synergy in cross-boundary regions,offering both theoretical and empirical insights for addressing the challenges of innovation synergy across administrative boundaries.关键词
