荷兰天然气市场管输价格体系研究
A study on the pipeline pricing mechanism in the Netherlands natural gas market

Abstract
Building upon the implementation of EU institutional frameworks,the Netherlands has developed a distinctive operational and regulatory model for its pipeline market,shaped by its natural gas industry endowment and the maturity of its pipeline infrastructure.It is characterized by such four key features as a departure from traditional distance-based pipeline pricing toward a stamp-based approach grounded in the"entry-exit system"or"upload/download point system",the provision of diversified pipeline capacity products with differentiated pricing based on capacity benchmark tariffs,the adoption of differentiated capacity allocation mechanisms,and stringent regulation of pipeline revenue streams.China should draw on the Netherlands experience in light of its domestic context and pursue such adaptive adjustments and localized innovations as establishing a transparent,reasonable,and user-friendly pipeline tariff mechanism,introducing a variety of capacity products to accommodate the diverse needs of different users,developing a robust regulatory and incentive framework to maintain reasonable returns for pipeline operators while enhancing pipeline utilization efficiency and promoting social welfare.关键词
