High-Quality Development of Undergraduate-Level Vocational Education:Strategic Logic,Practical Challenges,and Realization Paths Based on the Outlook for the"15th Five-Year Plan"Period

Abstract
Driven by the dual strategies of the Chinese path to modernization and the construction of a powerful educational nation,undergraduate-level vocational education serves as a pivotal carrier connecting the modern vocational education system with professional degree graduate education.Its development quality directly determines the supply efficiency of high-end skilled talents and profoundly influences the advancement of industrial foundation and the modernization process of the industrial chain.Based on the analysis of policy texts,empirical data and typical cases,this paper deconstructs the strategic positioning of vocational education at the undergraduate level,systematically sorts out the effectiveness of school-running practice in terms of college layout,training mode and system guarantee,and finds out that the vocational education at the undergraduate level is vague in type positioning,not deep in integration of production and education,not smooth in system connection,and unbalanced in regional development.Based on the international experience of Germany and Finland,according to the regional distribution characteristics of China's industry,this paper expounds the four strategic tasks of"type characteristics casting soul,integration and symbiosis of industry and education,quality standard guidance,and degree system integration",aiming to provide a theoretical framework and practical paradigm for the construction of a vocational education system with Chinese characteristics and world-level undergraduate level during the"15th Five-Year Plan"period,and to help the cultivation of craftsmen in great countries and the deep integration of industrial transformation and upgrading.关键词
