Coordinating Development and Governance:Regional Collaboration Models under the Goal of Common Prosperity

Abstract
Regional coordinated development is an inevitable requirement for achieving common prosperity and a crucial part of the process of Chinese path to modernization.This paper clarifying that high-level regional coordinated development requires collaboration between developed and less-developed regions to adhere to the people-centered approach,take the principle of balancing the values of efficiency and equity,coordinate economic development and balanced governance,and exhibit the dual characteristics of high-level economic development and high-degree of balanced governance.It is pointed out that regional collaboration of overall development and governance is primarily influenced by the strength of top-down political potential energy and the horizontal principle of seeking advantages and avoiding disadvantages,and is presented as three types including project-based,platform-based,and institutional-based regional collaboration.It emphasizes that in the future,efforts should be made to advance opportunity balance,capacity balance,and outcome balance,and continuously move towards strengthening the construction of virtual industrial clusters,deepening the innovation of the separation mode of"management rights+income rights",and promoting the systematic integration of systems.The regional collaboration model integrating development and governance not only helps to tap the comparative advantages of regions and optimize resource allocation,but also contributes to strengthening the role of the political party and building a new pattern of regional collaboration.Moreover,it is conducive to cultivating trust capital,promoting developed and underdeveloped regions to"join forces in going global",and jointly serving national development strategies.关键词
