Abstract

The grass-roots conflict resolution mechanism is an important path to promote the modernization of social governance.This study takes the resolution of house purchase disputes in S Town as a typical case,takes the theory of movement governance and the theory of collective action as the basic reference to build an analytical framework of"task driven-organization guarantee-interest sharing",and systematically discusses the internal logic of grassroots governments breaking through institutional inertia to achieve contradiction resolution.It is found that when conventional governance falls into the dilemma of"fragmentation"and"suspension of responsibility",the dynamic governance bridges the structural gap of bureaucratic governance through the three mechanisms of task-driven goal reconstruction,resource integration of elastic organization and negotiation game of interest sharing.The research puts forward a series of policy suggestions on the efficiency of grass-roots dispute resolution,in order to provide a path reference with both theoretical explanatory power and practical operability for improving the dispute resolution ability of grass-roots governments,updating solutions and reshaping dispute resolution mechanisms.
