责任和利益共同体:推动县域医共体建设的核心动力
Community of responsibility and interests:the core driving force behind the development of county-level medical consortia

Abstract
Promoting the construction of closely integrated county-level medical communities is an impor-tant measure to deepen the reforms "three medical system",optimize the allocation of medical and health re-sources,enhance the capacity of grassroots medical and health systems,and build healthy counties.In the process of advancing the construction of county-level medical communities,the community of shared responsibility and the community of shared interests play a key role.Establishing clear mechanisms for responsibility leadership and in-terest-driven mechanisms will make the construction of county-level medical communities more efficient.This arti-cle started from relevant basic concepts and theories,elaborating on the interdependent and reciprocity mutually beneficial strategic and tactical relationship between the construction of county-level medical communities and the development of county-level public hospitals.Combining the practical approaches of Jinzhai County and Suixi County in Anhui Province,it clarified the practices and achievements of the community of shared responsibility and the community of shared interests in the construction of closely integrated county-level medical communities.The article indicated that by strengthening responsibility and implementing interests,a new pattern can be constructed for the construction of closely integrated county-level medical communities and the development of county-level public hospitals.By enhancing health promotion mechanisms,patients could be made to fall ill less often and re-quire fewer hospitalizations,thereby building a new model of "comprehensive health" services in the new era.Through high-quality construction of medical communities,patients could be retained for treatment within the coun-ty,conserving limited medical insurance funds and establishing a new mechanism to protect the health of county residents,thereby playing the due role of county medical communities in achieving rural revitalization and the Healthy China strategy.关键词
