湖南省健康乡村建设中多方协同治理模式探析
The multi-stakeholder collaborative governance model in building healthy villages in Hunan Province

Abstract
The construction of healthy villages is an important measure to improve comprehensively the health level of residents in rural areas,which is a specific practice of The Healthy China Initiative in rural areas.Based on the theory of governance network,motivation theory and outcome-oriented governance,this paper analy-zes in depth the practice of multi-stakeholder collaborative governance in the construction of healthy villages in Hu-nan Province.Through the systematic study of three typical models in Hunan Province,including administrative-led medical synergy,community-autonomous health care network,and digitally empowered grid governance,the paper reveals the operation mechanism,effectiveness characteristics and evolution trend of multi-stakeholder col-laborative governance.While the construction of healthy villages in Hunan Province has achieved remarkable re-sults,it is still facing some challenges such as limited capacity for collaboration,misalignment of interest goals,and imbalance in resource allocation.Building a systematic solution for a well-defined framework of rights and re-sponsibilities,innovating mechanism for incentive compatibility,and optimizing resource allocation models has im-portant theoretical guidance and practical reference value for promoting the construction of healthy villages.关键词
