基于PMC指数模型的我国安宁疗护试点政策量化评价
A quantitative evaluation of pilot policies for palliative care in China based on PMC index model

Abstract
Objective To conduct a quantitative evaluation and analysis of the policy texts related to the pilot programs of palliative care in China and to propose recommendations to promote the development of palliative care policies in China.Methods A total of 38 policy documents issued at the national and local pilot region lev-els from January 2017 to December 2024 were taken as research objects.Based on the Policy Modelling Consisten-cy(PMC)index model,an evaluation index system comprising 10 primary variables and 47 secondary variables was constructed for a quantitative analysis of policy texts and the PMC surface diagram as well as radar charts of policies at different levels and batches were drawn.Results The average PMC index of the 38 palliative care poli-cies was 8.36,rating as a good level.Among them,13 policies were at an excellent level,21 good level,and 4 qualified level.The quality of the pilot policies was generally good,but there were still deficiencies in terms of policy level(0.61),policy content(0.71),and policy incentives(0.73).Meanwhile,there were significant differences in policy content,policy incentives,policy level,and policy evaluation among the national-,provin-cial-,and municipal-level policies,as well as among different batches of pilot policies.Conclusions The pallia-tive care service policies in China need to be improved further.Optimization can be achieved by enhancing the ef-fectiveness of policy levels,broadening the scope of policy content,and improving policy incentives and guarantee strategies,to promote the development of the palliative care service system,effectively improving the service quali-ty and accessibility,and ultimately promoting the high-quality development of palliative care.关键词
