Research progress and prospect of high-quality development of government-guided commercial supplemental medical insurance

Abstract
The government-guided commercial supplemental medical insurance,commonly known as "Hui Min Bao",represents a significant innovation in building a multi-tiered medical security system.In order to sys-tematically sort out the research progress in this field,115 core literature at home and abroad from 2021 to 2024 were selected as samples.It is found through bibliometrics and theme analysis that the literature shows an evolution from policy-driven adoption,through practical implementation,to subsequent theoretical formulation,forming five theme clusters of system design,product innovation,sustainable development,insurance fairness and digital em-powerment.Then,based on the theory of high-quality development,a systematic,coordinated,innovative and sustainable analysis framework is constructed to reveal that the high-quality development of Hui Min Bao needs to solve the dynamic balance dilemma between inclusiveness and sustainability.There are three lags in existing re-search:academic research lags behind product iteration,theoretical formation lags behind policy evolution,and method innovation lags behind technological change.Future research should focus on deepening data governance and actuarial model optimization,innovating evaluation methodologies,and expanding theoretical horizons to a-chieve two-way mutual promotion of both theoretical innovation and policy practice.关键词
