Local Legislation in the Field of Human Resource Development:Practice and Characteristics

Abstract
Local legislation in the field of human resource development plays a key role in promoting the healthy development of regional human resource markets,standardizing market order,and safeguarding workers'rights and interests.Based on the issued regulations,this paper analyzes five major areas where human resource development activities are relatively concentrated:labor security,education and training,scientific and technological innovation,health,and economic and comprehensive development.The research finds that:first,local regulations have paid attention to new trends such as improving workers'quality,optimizing the efficiency of human resource utilization,and developing related groups,reflecting the epochal nature of legislative work on human resource development;second,in relevant regulations,the contents of employment and entrepreneurship,flow and allocation,social insurance,and protection of workers'rights and interests are relatively concentrated,reflecting the organic unity of human resource development activities;third,legislation in the fields of scientific and technological innovation,health,economic and comprehensive development includes corresponding human resource development contents,reflecting the concept of coordinated development of human resources and economic society.关键词
