Abstract

CO2 utilization technologies represent a key pathway for achieving industrial carbon emission reduction and addressing climate change.However,substantial variations in technology maturity,infrastructure compatibility,and downstream requirements result in significant regional disparities in both carbon mitigation effectiveness and economic viability.This study established a multi-criteria decision-making framework through integrating the Analytic Hierarchy Process(AHP)and the Technique for Order Preference by Similarity to Ideal Solution(TOPSIS).The proposed evaluation system encompassed five dimensions:Technological readiness,regional suitability,emission reduction capacity,economic feasibility,and social acceptability.Indicator weights were determined through the combined consideration of technology-specific parameters and regional contextual factors to prioritize CO2 utilization pathways.Results demonstrated that CO2 hydrogenation to methanol exhibited high regional applicability in provinces with robust industrial clusters and abundant by-product H2 resources,exemplified by Hebei,Shandong,and Shanxi.This pathway achieved optimal balance between economic returns and emission reduction performance,meriting prioritized deployment.In contrast,emerging technologies including CO2 photoelectrochemical conversion,steel slag mineralization,and microalgae-based CO2 utilization faced technical immaturity and suboptimal cost-benefit ratios,constraining their near-term scalability despite their long-term potential.Regional policy ecosystems were identified as critical determinants of technology implementation.While Beijing demonstrated suitability for small-scale R&D demonstrations,Tianjin provided appropriate conditions for pilot project implementation.Hebei,Shandong,and Shanxi leverage enhanced policy support and industrial capacity to facilitate large-scale demonstrations.Consequently,region-specific deployment strategies must align with local industrial configurations,resource availability,and policy frameworks.This research provided both a decision-support tool for low-carbon technology selection in North China and a transferable methodology for analogous assessments in other carbon-intensive regions.
