Abstract
Since the Ministry of Water Resources implemented regional monitoring of soil and water conservation,the practice remains in an exploratory development stage.The current monitoring system exhibits a tendency toward homogenization,lacking targeted consideration of differences in regional functional positioning,development intensity,and disturbance mechanisms.Taking the Central Business District of Nanjing Jiangbei New Area and a high-tech zone in Southern Jiangsu as case studies,the regional monitoring layout,soil loss characteristics,and monitoring management systems of the two development zones were compared.Differentiated supervision modes were explored,and innovative management strategies including credit classification,intelligent monitoring,and hierarchical law enforcement were proposed.The study is intended to provide a practical reference for carrying out soil and water conservation monitoring in different types of development zones.关键词
