我国生态补偿适用湿地银行模式的理论嵌入与规则展开研究
Theoretical embedding and rule development of ecological compensation in China from the mode of wetland banks
摘要
Abstract
The wetland bank model was consistent with the requirements of the theories of natural resource value and public goods.It provided guiding significance for maintaining the sustainability of wetland ecosystems,promoting the marketization of wetland compensation,and realizing multi-party cooperation and interest coordination in wetland protection.In addition,the goal of"no net loss"was achieved in the local practice of the United States,so wetland banks could be regarded as an important carrier for the innovative practice of wetland ecological compensation in China.However,difficulties such as inconsistent restoration standards,a single compensation subject,rigid and weakened compensation methods,and insufficient supervision were encountered in the pilot promotion of wetland banks in China.Based on this,the operation mode and experience of wetland banks in the United States should be referred to at present.Through measures such as standardizing restoration criteria,refining core applicable rules of wetland banks(including compensation methods and compensation standards),and strengthening regional supervision coordination and the application of monitoring technologies,the core shortcomings in the pilot of wetland banks were addressed.This further promoted the localization maturity and promotion of wetland banks,and thus the wetland ecological restoration system in China was improved.关键词
