发展壮大农村集体经济的实践困境与转型路径
On the Practical Dilemmas and Improvement Pathways for Developing and Strengthening the Rural Collective Economy

Abstract
Developing and expanding the rural collective economy is an important means to realize rural revitalization,but it faces many difficulties in practice.Starting from the core question of whether rural collective economic organizations should be positioned as"operators"or"managers"of resources and assets,this paper systematically analyzes their governance defects and organizational advantages and clarifies their appropriate functional orientation accordingly.The study finds that rural collective economic organizations are restricted in their efficiency as direct operators due to such governance defects as soft budget constraints caused by the pursuit of multiple goals,difficulty in alleviating the principal-agent problem due to imperfect internal governance and external restraint mechanisms,and limited market competitiveness due to the inapplicability of bankruptcy laws.However,they have significant organizational advantages in reducing transaction costs of resource integration,efficiently undertaking and implementing government-funded agriculture-supporting projects,and enhancing the inclusiveness of such projects.Therefore,this paper argues that rural collective economic organizations should develop their strengths and avoid weaknesses and adjust their core economic function from being"operators"directly participating in market competition to being"managers"focusing on the integration,contracting,and maintenance of collective resources and assets as well as the undertaking of relevant policies.The healthy and sustainable development of rural collective economic organizations can be promoted by strengthening resource management capabilities and optimizing the connection with policy projects.关键词
