Abstract
The solution to the synergistic development of healthcare, health insurance, and pharmaceuticals is to solve the problem of intersubjective role games.Based on the theory of compatible interests, the article constructs a theoretical framework for the synergistic development of China's healthcare, health insurance, and pharmaceuticals. It also categorizes three types of responses according to their needs, namely,"accommodating benefits to be robust,""accommodating benefits to be reduced,"and"accommodating benefits to be established."Further, the article adopts the PMC index methodology to analyze the extent to which municipal triple health care policies have achieved co-benefits and finds that the"accommodating benefits to be robust"policy best meets expectations, the"accommodating benefits to be reduced"policy second, and the"accommodating benefits to be established"policy weakest.Specifically, most of the sample cities'policies meet the expectation of promoting the compatible benefits of the tripartite system, but there are still some gaps in collective bargaining and negotiation of banded purchasing of drugs and consumables. In particular, there is a large gap between the policy on packaged payment for health care organizations and the expectations, and there is an urgent need to follow up on the policy. The article improves the weak theoretical foundation of the current tripartite system research and tries to analyze the synergy index of the tripartite system from the perspective of internal interests, which expands the analytical dimension of the quantitative research on the tripartite system.关键词
