我国省域公共数据治理政策量化评价
Quantitative Evaluation of Provincial Public Data Governance Policies in China:Based on the PMC Index Model

Abstract
[Research purpose]This study aims to quantitatively evaluate China's provincial public data governance policies,providing a theoretical foundation and practical guidance for their formulation and optimization.[Research method]A sample of 95 provincial public data governance policy texts issued between 2015 and 2024 was selected.Using ROST CM6 software for text mining,this study constructs a Policy Modeling Consistency(PMC)index model to quantitatively evaluate of these policies.[Research conclusion]The overall quality of provincial public data governance policies is relatively high.Among the thirty-one provincial-level administrative divisions(excluding Hong Kong,Macao,and Taiwan),six are rated as excellent,twenty-three as good,and two as acceptable.These policies perform well in terms of policy instruments,policy scope,and policy evaluation,yet exhibit certain shortcomings in policy duration and policy effectiveness.To enhance policy performance,provincial governments should improve the policy duration system,strengthen coordination of both policy content and policy actors,and give full play to the role of policy targets.关键词
