Operational Logic and Optimization Pathways of Digital-Intelligent Technology Empowering Urban Grassroots Governance Transformation
摘要
Abstract
[Research purpose]Against the backdrop of accelerated urbanization,urban grassroots governance is confronted with mounting challenges,including the surge of diversified public demands and prominent collaboration barriers,rendering the traditional governance model unsustainable.Digital-intelligent technologies,with their core strengths of data integration,intelligent collaboration and targeted responsiveness,have become a pivotal engine driving the modernization of grassroots governance systems and governance capacity.To fully and sustainably unlock the empowering value of digital-intelligent technologies,it is urgent to clarify their core operational logic,address practical bottlenecks,and further deepen governance modernization.[Research method]This study adopts the analytical framework of"operational logic—key challenges—optimization paths",and expounds the internal logic of digital-intelligent technology empowerment from three dimensions:factor reconstruction,collaborative governance and inclusive service provision.Combined with the practical characteristics of urban grassroots governance,it systematically dissects the critical dilemmas in practice and further constructs targeted optimization paths.[Research conclusion]The findings reveal that digital-intelligent technologies have driven profound transformations in urban grassroots governance,shifting from experience-based to data-driven governance,from single-subject dominance to multi-stakeholder collaboration,and from passive response to proactive and targeted service provision.However,urban grassroots governance still faces practical bottlenecks,such as the tension between hierarchical and flat governance structures,the formalization and instrumentalization of digital-intelligent technology empowerment,and weak endogenous driving forces.Therefore,it is essential to optimize governance structures,innovate governance models,improve governance platforms and enrich governance mechanisms,so as to promote the two-way interaction and deep integration of digital-intelligent technologies and urban grassroots governance,comprehensively enhance governance efficiency,and advance the modernization of urban grassroots governance.关键词
