Abstract
[Research purpose]This paper aims to systematically elucidate the core characteristics,architectural frameworks,and key technologies of AI-driven digital think tanks,providing theoretical insights and practical pathways for developing AI-driven digital think tanks with Chinese characteristics.[Research method]Drawing on digital twin theory and employing systematic analysis,this paper first defines digital think tanks as intelligent cognitive systems characterized by the deep integration of physical and virtual think tanks.Then,it identifies four core characteristics,including cyber-physical integration,multi-layered structure,cross-domain attributes,and cross-temporal capabilities,and constructs a five-tier architecture consisting of the physical layer,the connection layer,the twin layer,the functional layer,and the service layer.Finally,it analyzes the implementation mechanisms and application scenarios of four key enabling technologies:Transformer-based policy text analysis,multi-agent simulation and deduction,cross-modal knowledge fusion,and automated report generation.[Research conclusion]Our findings indicate that AI is propelling digital think tanks from informatization to intelligentization,with their core capabilities manifested as self-perception,self-learning,self-diagnosis,self-decision-making,and self-evolution.The development of digital think tanks evolves through four stages:interaction,integration,symbiosis,and co-intelligence.Based on these insights,this paper proposes four strategic pathways for China's digital think tanks development:building intelligent technology platforms,strengthening data and knowledge governance,promoting human-machine collaborative innovation,and establishing continuous evolutionary mechanisms.关键词
