Evolution and Empirical Analysis of China's Grassland Policies Since 1949
摘要
Abstract
This paper examines the evolution of China's grassland policies since 1949.Based on core objectives and key measures,the policies are categorized into four distinct historical phases:the phase of excessive utilization,the phase of regulated protection and use,the phase of ecological protection and compensation,and the phase of advancing grassland ecological civilization.We explore the evolution characteristics and impacts of grassland policies in different periods.Through an analysis of the policy evolution logic,core measures,and implementation outcomes across these stages,this paper argues that China's grassland policy has undergone a fundamental shift.It has transitioned from a primary focus on economic objectives,to a phase of"emphasizing both ecological and economic goals while prioritizing the former",and finally to the comprehensive advancement of grassland ecological civilization.This evolution demonstrates a distinct characteristic of moving in lockstep with the nation's broader socio-economic development;The development of China's grassland legal framework has evolved through 5 distinctive stages:initial exploration,stagnation,restoration,improvement,and deepening.This progression has gradually established a comprehensive and systematic legal guarantee system.Building on lessons from past experience and in response to the requirements of high-quality development and ecological civilization in the new era,this study proposes the following targeted policy recommendations:optimize policy instruments based on grassland realities,strengthen monitoring capacity building,establish platforms for regional collaborative conservation,and transform development paradigms to break the cycle of"degradation and restoration".These suggestions aim to provide theoretical insights and practical guidance for grassland ecological conservation and restoration,sustainable utilization,and the advancement of ecological civilization in the new period.关键词
