摘要
Abstract
Establishing a system of nature reserves with national parks as the mainstay is an important measure to practice Xi Jinping's Thought on Ecological Civilization.It is crucial for enhancing both the ecological security and the image of the capital city of Beijing.Based on the practical context of establishing natural protected areas in Beijing,this paper constructs five-dimensional assessment system encompassing ecosystem integrity,ecosystem sensitivity,biodiversity conservation hotspots,geological heritage value,and natural-cultural landscape value,and identifies 14 key regions crucial for natural protection.Building upon assessment findings and policy requirements,objectives are set across from environmental,social and governance(ESG)aspects.This includes designing"One screen,Three zones,Five rivers and Multiple patches"spatial layout,establishing a classification system(national parks,nature reserves,natural parks)with a two-level(national/municipal)optimization plan,and proposing strategies for strengthening ecological restoration,improving public service,and enhancing governance.This study provides a roadmap for optimizing natural protected areas and building a capital-specific system characterized by effective conservation,quality services and efficient management.关键词
