Technical Logic and Risk Governance of Artificial Intelligence Emoowering Early Warning of Adolescent Delinquent Behavior

Abstract
Leveraging artifical intelligence(AI)to empower early warning for adolescent delinquent behavior(hereinafter referred to as"intelligent early warning of adolescent delinquent behavior")is a crucial task in advancing the construction of China into a leading country in education,preventing juvenile delinquency,and ensuring their healthy growth.At present,intelligent early warning of adolescent delinquent behavior is confronted with difficulties in practical application.Its solution requires not only attention to technological affordances but also an exploration of the social embedded risks of technology.Firstly,the paper clarified the technical logic of intelligent early warning of adolescent delinquent behaviors from three dimensions of data,algorithms,and computing power.It involved multimodal big data to realize holographic perception of adolescent delinquent behaviors,intelligent algorithms to depict the evolution trajectory and evidence-based attribution of adolescent delinquent behaviors,and powerful computing power to guarantee the timeliness of risk response to adolescent delinquent behaviors.Secondly,grounded in the risk society theory,the paper pointed out that the main risks of intelligent early warning of adolescent delinquent behaviors focus on three aspects:"modern risks"faced by adolescents stemming from data breaches and algorithmic misjudgment;public trust crises triggered by the reflexive criticism embedded in early warning technology;and ambiguous subject responsibility and its transfer in risk distribution due to the lack of early warning institutions.Accordingly,this paper proposed to strengthen the resilient governance of data and algorithms in intelligent early warning to reduce the impact of"modern risks",promote risk communication in intelligent early warning to resolve the public trust crisis in the early warning system,and improve relevant laws and regulations on intelligent early warning to build a clear early warning responsibility matrix,so as to facilitate the practical implementation of intelligent early warning of adolescent delinquent behaviors.关键词
