"十五五"时期绿色农业的内涵、定位与路径
CONNOTATION,ORIENTATION AND PATH OF GREEN AGRICULTURE DURING THE 15TH FIVE-YEAR PLAN PERIOD

Abstract
The 15th Five-Year Plan period is a critical phase for consolidating the foundation and advancing in an all-round way toward the basic realization of socialist modernization.Green agriculture is an important component of the"Four Types of Agriculture",as well as a crucial breakthrough for the construction of modern large-scale agriculture.By closely adhering to the guiding principles of Communique of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China,this research elaborated on the connotation of green agriculture from the perspectives of new industry forms,new orientations,and new scopes,and explored the optimization paths tailored for the 15th Five-Year Plan period.The results were showed as follows.(1)Taking the development of modern large-scale agriculture as its primary orientation,green agriculture focused on the key areas including green crop farming,green animal husbandry,green processing industry,green service industry and green consumption,and promoted the comprehensive upgrading of the agricultural industrial system towards intelligence,greenization and integration.(2)Green agriculture took the safety of production environments as its foundation and the enhancement of green product supply as its goal.It laid an ecological cornerstone for technology agriculture,quality agriculture and brand agriculture,and was also a shared orientation for achieving a prosperous and better life.The"Four Types of Agriculture"each had their own focuses,interact and coordinate with one another,and jointly formed a modern agricultural industrial system.Green agriculture covered four dimensions:comprehensively strengthening the protection of agricultural resources,ensuring the environmental safety of production areas throughout the entire chain,enhancing the supply of green agricultural products in the whole process,and collaboratively advancing the prosperity and well-being of farmers in the entire region.In summary,for the 15th Five-Year Plan period,efforts should be devoted to four aspects to boost the development of green agriculture:strengthening the empowerment of the scientific and technological innovation system,accelerating the in-depth integration of green industries,improving the driving capacity of green business entities,and perfecting the fund guarantee system.关键词
