农业高质量发展背景下的省际横向耕地保护补偿标准研究
THE INTER-PROVINCIAL HORIZONTAL COMPENSATION STANDARDS FOR CULTIVATED LAND PROTECTION UNDER THE BACKGROUND OF HIGH-QUALITY AGRICULTURAL DEVELOPMENT

Abstract
This research aims to establish inter-provincial horizontal compensation standards for cultivated land protection,internalize the spatial externality of cultivated land protection,correct the imbalance of regional interests,achieve incentive compatibility between major grain-producing areas and major grain-consuming areas,thereby enhancing the endogenous impetus for cultivated land protection and consolidating the resource foundation for high-quality agricultural development.Based on the opportunity cost loss of provincial-level cultivated land protection and the ecological and social spillover value,compensation coefficients were introduced to calculate the inter-provincial horizontal compensation standards for cultivated land protection of the compensation payment area and the compensation acceptance area.And innovatively,the negative externalities value of cultivated land ecology was incorporated into the compensation standard calculation system.The results were listed as follows.13 provinces with a cultivated land deficit were required to pay compensation,with compensation areas for payment ranging from—702.310 6 ten thousand hectares(Guangdong)to—6.865 6 ten thousand hectares(Xizang).18 provinces with a cultivated land surplus should receive compensation,with accepted compensation areas ranging from 16.127 6 ten thousand hectares(Ningxia)to 1 214.002 8 ten thousand hectares(Heilongjiang).The opportunity cost loss of cultivated land protection ranged from 0.947 7 ten thousand yuan per hectare(Xinjiang)to 105.678 9 ten thousand yuan per hectare(Beijing),while the spillover value of ecological and social benefits of cultivated land ranged from 1.754 2 ten thousand yuan per hectare(Inner Mongolia)to 26.2309 ten thousand yuan per hectare(Shanghai).The inter-provincial horizontal payment compensation standards for cultivated land protection ranged from 1.792 1 ten thousand yuan per hectare(Xizang)to 126.633 4 ten thousand yuan per hectare(Beijing);and the accepted compensation standards ranged from 1.827 4 ten thousand yuan per hectare(Inner Mongolia)to 17.351 2 ten thousand yuan per hectare(Jiangsu).In summary,incorporating the negative externalities value of cultivated land ecology into the inter-provincial horizontal compensation standards for cultivated land protection enhances the accuracy and scientific nature of the compensation.This research can provide a theoretical basis and policy suggestions for promoting the establishment of inter-provincial horizontal cultivated land protection compensation mechanism,ensuring food security and sustainable agricultural development.关键词
