Governance of Industrial Colleges Oriented toward Applied Talent Cultivation in Urban Agriculture:Driving Mechanisms,Structural Challenges,and Breakthrough Pathways

Abstract
Under the strategic guidance of the"three-in-one"coordinated development of education,science and technology,and talent,the establishment of modern agricultural industrial colleges has be-come a key pathway for promoting the high-quality development of modern urban agriculture.Focusing on Tianjin's positioning in urban agricultural development,this study systematically analyzes three ma-jor driving forces underlying the construction of industrial colleges:the national rural revitalization strat-egy and the orientation of New Agricultural Sciences development,the demand for collaborative agricul-tural innovation and the transformation of scientific and technological achievements in the Beijing-Tian-jin-Hebei region,and the structural contradictions between traditional agricultural education and modern agricultural development.In response to challenges such as insufficient depth of industry-education inte-gration,structural imbalances in talent supply,and limited effectiveness in serving industrial develop-ment,this study constructs a"government-university-enterprise"tripartite collaborative governance framework.It further proposes a set of systematic governance pathways,including establishing benefit-sharing and dynamic evaluation mechanisms between universities and enterprises,innovating an integrat-ed talent cultivation model that combines"interdisciplinary integration+project-based practice,"de-veloping frontier curriculum clusters in smart agriculture and digital agriculture,and strengthening the construction of a"dual-qualified"faculty team.These pathways provide practical solutions for the culti-vation of applied talents in urban agriculture and offer valuable reference for promoting regional agricul-tural transformation and upgrading.关键词
