Abstract
The new Trump administration's AI policy has undergone a shift from that of the previous Biden administration,driven by the influence of the tech right.The tech right is a complex concept:an elite class spawned by the digital economy,centered on controlling tech financial capital;a belief system integrating libertarianism,accelerationism,and technological expansionism;and an interest group centered on the PayPal Mafia,reshaping the American power structure.This emerging force advocates deregulation,opposes"awakening culture",embraces free markets,and promotes tech nationalism.Through personnel appointments,lobbying,ideological shaping,and public opinion mobilization,the tech right is shaping the Trump administration's AI policy,leading to relaxed technology regulations,strengthened computing infrastructure construction,promoted technology markets and military applications,and intensified technological competition with China.However,this influence faces constraints of internal division,social and ethical resistance,objective technological and economic laws,and international competition.The tech right will influence the U.S.-China AI competition and the evolution of the global technology system.关键词
