The Construction of the EU's Digital Sovereignty and Its Extension of the Sovereignty Principle

Abstract
In response to both internal and external challenges in global digital competition,the European Union has put forward the concept of digital sovereignty and leveraged its regulatory strengths to institutionalize the protection of this sovereignty.It has established mechanisms to safeguard its internal single market and defend against threats in the global competitive landscape.However,in practice,the EU has faced criticism over the excessively protectionist nature of its internal market regulations,as well as challenges stemming from a lack of technological power in external competition,which have undermined the effectiveness of its policies.To address these issues,the EU has adopted a governance approach characterized by regulatory mercantilism,facilitating collaboration between public and private sectors to protect the single market.The EU has also fully utilized its normative power,complemented by digital diplomacy,to compensate for its competitive shortcomings.The introduction of digital sovereignty,along with corresponding legislative and practical advancements,has not only successfully applied the traditional internal and external dimensions of sovereignty to the digital realm but has also transcended the territorial and absolute limitations of traditional sovereignty,infusing the principle of sovereignty with contemporary significance.关键词
