Factors Influencing the Quality of Public Services in Age-Friendly Communities and Pathways for Improvement:A Comparative Analysis Based on Fuzzy-Set Qualitative Comparative Analysis(fsQCA)from a Structural Functionalism Perspective

Abstract
With the deepening of population aging in China,community home-based eldely care has be-come the predominant elderly care model in the country.Age-friendly communities serve as fundamental platforms for home-based care by providing essential social support,while home-based care represents the practical implementation of age-friendly community initiatives.Drawing on structural functionalism,this study examines 32 national demonstration age-friendly communities in Beijing,employing fuzzy-set qualitative comparative analysis(fsQCA)to investigate the factors influencing the quality of public serv-ices in age-friendly communities and to identify pathways for improvement.The findings reveal that the quality of public services in these communities is shaped by multiple factors,including financial invest-ment,public policies,community institutions,enterprise involvement,participation of social organiza-tions,and cultural promotion.Four distinct improvement pathways emerge:finance-led and supply-driven,market-coordinated and efficiency-prioritized,endogenous governance with cultural empower-ment,and tripartite integration for balanced development.Enhancing the quality of elderly public services requires specific combinations of conditions,and the selection of pathways should be aligned with each community's resource endowments and stage of development.关键词
