Socialized Services,Land Transfer,and the Green and Low-Carbon Transformation of Agriculture:A Quasi-Natural Experiment Based on the Pilot Policy of Agricultural Socialized Services

Abstract
Agricultural socialized service pilot policy,as a crucial policy instrument for facilitating the ef-fective integration of smallholder farmers with modern agriculture,offers a Chinese practical model for the comprehensive green and low-carbon transformation of agriculture.Based on static panel data from 30 provinces in China spanning 2005-2022,this study employs a multi-period continuous difference-in-difference model to examine the impact of the agricultural socialized service pilot policy and the en-hancement of land transfer levels on the green and low-carbon transition in agriculture.The findings re-veal that the pilot policy significantly promotes the green and low-carbon transformation of agriculture in the pilot provinces,a conclusion that remains robust after a series of sensitivity tests.The positive effect of the pilot policy is mediated through mechanisms such as increased farmer income,adoption of green technologies,and advancement in agricultural mechanization.Furthermore,the development of land transfer strengthens the policy's promoting effect,indicating a mutually reinforcing relationship between the two factors during the policy implementation process.Heterogeneous impacts are also observed across regions with different geographical locations and levels of fiscal support for agriculture.关键词
