The Differentiated Compliance with Policies on Rural Ecological Civilization Construction:Taking the"Toilet Revolution"in Village B,City C,Shandong Province as an Example

Abstract
The"toilet revolution"serves as a crucial policy instrument for advancing rural ecological civi-lization,and villagers have exhibited diverse patterns of behavior in complying with this beneficial initia-tive.The compliance behaviors of villagers reflect their degree of integration within the village communi-ty,with the underlying logic rooted in the ongoing differentiation within the village collective.Based on empirical research conducted in Village B and through re-engagement with community theory-following an interactive logic between civic consciousness and political coercive forces,as well as between individu-al awareness and environmental influences-this study constructs a typology model of villagers along two dimensions:"level of political identification"and"degree of field recognition."Four distinct types of villagers demonstrate clear differences in their compliance with environmental policies:elite-type villag-ers actively comply under conditions of high political identification and strong field recognition;mechani-cal-type villagers passively comply when political identification is low but field recognition remains strong;conscious-type villagers exhibit supportive compliance when political identification is high but field recognition is weak;and resistant-type villagers display oppositional attitudes toward policy imple-mentation due to both low political identification and weak field recognition.This analysis reveals a hierar-chical pattern in villagers' policy compliance,the foundation of which lies in the varying degrees of close-ness between individuals and the village community.To enhance overall compliance,it is essential to strengthen the construction of village communities,appropriately guide mechanical-type villagers,and effectively transform resistant-type villagers.关键词
