新质生产力视角下甘肃省农业高新技术产业发展战略研究
Research on the Development Strategy of Agricultural High-tech Industry in Gansu Province from the Perspective of New-quality Productivity

Abstract
Under the theoretical framework of new quality productive forces,the development of the agricultural high-tech in-dustry serves as the core driving force for Gansu Province to transition from a"major agricultural province"to a"strong agricultural province".This paper systematically analyzes the current development status of Gansu's agricultural high-tech industries,which are based on the eight characteristic industries of"Cattle,Sheep,Vegetable,Fruit,Potato,Medicinal Herb,Grain,and Seed".It reveals that,despite its unique resource endowment and emerging industrial clusters,Gansu faces multiple challenges including insufficient investment in scientific and technological innovation,low conversion rates of technological achievements,an underdeveloped technolo-gy extension system,fragmented industrial chains,as well as tightening constraints on resources and talent.This study finds that Gan-su should seize strategic opportunities such as policy dividends,technological integration,consumption upgrading,and Belt and Road cooperation.It should establish a development approach with technological innovation at its core,synergized allocation of production factors as the bridge,and deep industrial integration as the pathway.Therefore,this paper constructs a strategic path focusing on"inno-vation-driven development,optimized industrial layout,and synergistic resource allocation".Corresponding countermeasures and sug-gestions are proposed,including strengthening top-level design,building an efficient extension system,promoting deep industrial chain integration,enhancing scientific and technological cooperation and talent cultivation,and expanding diversified financing chan-nels.This study aims to provide theoretical references and practical strategies for driving agricultural modernization in Gansu Province through new quality productive forces.关键词
