广州社区教育数字化资源建设及优化整合研究
A Study on the Construction and Optimized Integration of Digital Resources for Community Education in Guangzhou

Abstract
Guided by the national strategy of"promoting educational digitalization and building a learning-oriented society",the construction and op-timized integration of digital resources for community education have emerged as a pivotal means to implement the concept of lifelong learning.Currently,Guangzhou has made positive progress in terms of policy support systems,dual-core supply entities,digital platform matrices,and resource content.How-ever,it also faces challenges,including ambiguous functional positioning and insufficient complementary strengths of the dual supply entities,redundant resource construction and platform silo effects,as well as a mismatch between resource provision and learning applications.To address these issues,sys-tematic integration across five dimensions—platforms,resources,data,services,and governance—is required:establishing"Guangzhou Lifelong Learn-ing Network"as a unified portal to enable one-stop access to resources;implementing an integrated resource governance system encompassing"classifica-tion-selection-certification"to enhance content quality;constructing a"learning behavior data lake"for community education to strengthen data-driven personalized services;pioneering a new paradigm of online-offline integration to achieve"full-scenario service coverage";and fostering new synergy for coordinated development to realize"multi-party collaborative governance".关键词
