Enhancing the Efficacy of Farmer Education and Training from the Perspective of New Quality Productive Forces in Agriculture:Internal Drive,Dilemmas,and Solutions

摘要

Abstract

Developing new quality productive forces in agriculture is both an inherent requirement for promoting high-quality agricultural development and a necessary path to accelerate the construction of a leading country of agricultural modernization.As a core approach to cultivating high-quality farm-ers,farmer education and training urgently needs to establish a new educational model that aligns with the development demands of new quality productive forces in agriculture.This study systematically elaborates on how new quality productive forces in agriculture,through structural transformation,technologi-cal innovation,industrial upgrading,and operational system innovation,impose higher requirements on farmers'capabilities and qualities,thereby driv-ing the restructuring and optimization of the farmer education and training system.However,the current farmer education and training still faces multiple practical dilemmas,including misaligned policy incentives,weak digital literacy among farmers,a mismatch between educational resource supply and de-mand,and the absence of sustained and collaborative mechanisms.To enhance the effectiveness of farmer education and training,multiple measures should be implemented to overcome these practical dilemmas:restructuring incentive mechanisms to enhance policy precision and attractiveness,thereby addressing the"policy dilemma";leveraging a tiered training system and digital empowerment to bridge the digital divide,thereby alleviating the"subject dilemma";optimizing the allocation of educational resources and accurately responding to farmers'needs to mitigate the"supply dilemma";and establis-hing sustained mechanisms that promote multi-subject collaboration to resolve the"support dilemma".These efforts will provide solid talent support for the development of new quality productive forces in agriculture.
