摘要
Abstract
"Home Care Services Entering Communities"is a key national policy to advance the development of the home care service industry. However, existing practices have primarily focused on urban areas, leaving the rural implementation path underexplored.Based on a qualitative study of two typical rural communities, this paper reveals the severity of the elderly care gap in rural areas against the backdrop of young and middle-aged out-population outflow and the weakening of family functions. It also identifies three operational modes of home care services currently assessable in rural communities of central China, namely the state-supported mode,emergency-response mode, and community-mutual-aid mode, while analyzing their current development status and predicaments. The study argues that, unlike the market-oriented urban community home care model which prioritizes"quality enhancement and efficiency improvement",rural home care services should follow a development path centered on"foundational support guarantee and service expansion".The key lies in fostering endogenous service supply, designing a flexible and responsive emergency mechanisms, leveraging low-cost and adaptive technologies, and enhancing the labor dignity of home care workers. The rural exploration of"Home Care Services Entering Communities"can not only alleviate the pressure of rural elderly care but also expand the disciplinary perspective of home economics.Furthermore,it provides empirical support for constructing an independent knowledge system of home economics with Chinese characteristics, which is grounded in the integrated urban-rural development strategy.关键词
