Abstract
Deliberative democracy serves as the core mechanism for advancing institutional development in universities.University trade unions,fulfilling the four-dimensional functions of"protection,development,participation,and education,"become key entities under the Party committee's leadership in practicing deliberative democracy and deepening governance reforms.Based on the structural dilemma of the trade union's legal posi-tioning and functional orientation of"dual protection,"the functional reconstruction of applied university trade unions manifests in a four-dimensional system:the rights representation function highlights applied characteristics,the governance participation function reflects practical features,the value integration function demonstrates coordinating roles,and the educational empowerment function aligns with developmental needs.There are three im-plementation pathways:establishing a high-quality governance system to shift the trade union's role from"welfare provision"to"capability supply";improving representative rights constraints and behavioral supervision mechanisms to transition the trade union's function from"passive rights protec-tion"to"active governance";and optimizing the Party committee-led interest aggregation and expression decision-making process to drive the trade union's operation from"channel dependence"to"strategic coordination.".关键词
