Collective forest tenure reform,forestry industry development level and forest carbon sinks

Abstract
Collective forests are important carriers of forest carbon sinks,and the collective forest tenure reform is of great significance in enhancing the carbon sink capacity of collective forests.Based on the panel data of 31 provinces in China from 1998 to 2022,this paper used the stock expansion method to measure the forest carbon sinks,and used the progressive deference-in-differences model to empirically test the forest carbon sink effect of forest tenure reform,so as to examine the moderating effect of the development level of the forestry industry between forest tenure reform and forest carbon sinks.The results revealed that:(1)The forest tenure reform had a significant positive impact on forest carbon sinks,and this conclusion was still valid after parallel trend and placebo tests.(2)The forest carbon sink effect of forest tenure reform showed significant regional heterogeneity,and the forest carbon sink effect in the eastern region was higher than that in the central and western regions.(3)The development level of forestry industry had a significant positive moderating effect between forest tenure reform and forest carbon sinks,but the proportion of secondary forestry industry significantly negatively affected forest carbon sinks.Policy implications:deepening the forest tenure reform according to local conditions,and promoting high-quality synergistic development of the forestry industry and forest carbon sinks.关键词
