Abstract
The 15th Five-Year Plan period is a critical phase for laying a solid foundation and striving to basically realize socialist modernization,a period that coincides with the so-called"decisive decade"or"critical decade"framed by the US,the West and Russia.Aligned with the phase characteristics of past transformations of the international system and order,the global development landscape is witnessing overlapping rising uncertainty,spreading instability,eroded international rules and accelerated restructuring of the global power structure.The world faces converging security crises,intertwined traditional and non-traditional risks,and a shift of great-power competition from conventional confrontation to complex games;faster adjustment of economic globalization,advancing monetary de-dollarization and a growing trend of fragmentation in global economic governance;imminent critical breakthroughs in the technological revolution,deep integration of science,technology and industries,and the risk of a fragmented global technological ecosystem from great-power tech rivalry;as well as surging populism,increasingly prominent identity politics,with the cognitive battlefield emerging as the core arena for the contest of international discourse power.Guided by the spirit of historical initiative,major-country diplomacy with Chinese characteristics will steer the evolution of global governance and the international order,foster a new pattern of China-world relations,strategically orchestrate international space,and holistically coordinate the domestic and international landscapes as well as development and security,so as to create a more enabling international environment for this critical period.关键词
