Strengthening Global Nuclear Security Governance:The Impact of Russia-Ukraine Conflict on Global Nuclear Posture and Its Countermeasures

Abstract
The Russia-Ukraine conflict has severely worsened the global nuclear posture.It has raised the risk of nuclear war and prompted countries like the U.S.and Russia to adjust their nuclear policies in order to strengthen nuclear deterrence,leading to the near-collapse of the international nuclear arms control and disarmament system.This has triggered a new round of global nuclear arms races and negatively impacted regional nuclear issues.The U.S.and Russia are expanding their overseas nuclear deployments,while their allied countries are seeking"nuclear sharing",leading to an unprecedentedly severe nuclear proliferation situation.At the same time,nuclear power plants have been repeatedly attacked by drones in the Rusia-Ukraine conflict,highlighting the new challenges faced by the security of nuclear facilities.The international community should respond effectively in time.Firstly,multiple measures should be taken simultaneously to prevent the outbreak of a nuclear war.Secondly,it is necessary to rebuild trust and cooperation among major powers and strengthen the international nuclear arms control and disarmament system.Thirdly,it is necessary to strengthen the nuclear non-proliferation mechanism and incorporate new issues of nuclear proliferation into it.Fourthly,great importance should be attached to the security issues of nuclear facilities,and effective measures should be taken to ensure their safety and security.Finally,it is necessary to strengthen cooperative governance,persevere in building a world free of nuclear weapons,and promote the construction of a community with a shared future for nuclear security,and form a virtuous interaction and synergy among the three.China has made unremitting efforts to prevent the deterioration of the global nuclear posture and will continue to play a unique and important role as a major power in the future,contributing more wisdom and strength to the building of a community of shared human security.关键词
