Problem Orientation,Norm Contestation and Practical Approach of the Global Governance Initiative

Abstract
The Global Governance Initiative(GGI)focuses on the defining questions of our time,namely,what kind of global governance system should be built and how global governance should be reformed and improved.Grounded in upholding the purposes and principles of the Charter of the United Nations and guided by a vision of global governance featuring extensive consultation and joint contribution for shared benefit,the GGI systematically articulates China's ideas and proposals for building a just and equitable global governance system.The GGI advances normative innovation and explores pathways for reform through core principles including respect for sovereign equality,adherence to the rule of international law,commitment to multilateralism,a people-centered approach,and an emphasis on action-oriented implementation.This paper offers a theoretical examination of the GGI along three analytical dimensions—problem orientation,norm contestation,and practical approach—and analyzes governance cases in areas such as international financial system reform,climate change,artificial intelligence,and regional security.It argues that the GGI not only helps address the current crises of authority,legitimacy,and effectiveness in global governance,but also holds the potential,through sustained international practice,to foster a culture of cooperation and advance the building of a community with a shared future for mankind.关键词
