Reshaping Global Development Governance:A Study of the Strategic Synergy Between the BRICS and the Global South

Abstract
The establishment and evolution of the BRICS constitute both a significant component of the Global South's collective,multidimensional rise over recent decades and a key driving force behind its advancement.The strategic synergy between the BRICS and the Global South has propelled reforms in global development governance and steered a paradigm shift in this field.Focusing on their interactive relationship,this study systematically examines the mechanisms and practical logic through which their strategic synergy reshapes global development governance,and explores pathways through which China can play an enabling role in facilitating this synergy. This study identifies three foundational conditions underpinning this synergy.First,shared development philosophies and value aspirations provide a normative foundation.Second,systemic dysfunctions within the Western-dominated global governance architecture generate strategic opportunities.Third,the substantially enhanced material capabilities of both BRICS members and the broader Global South furnish robust underpinnings for cooperation.At the practical level,the strategic synergy is achieved through the BRICS'dual role:it serves as an essential institutional platform enabling emerging economies and other Global South countries to jointly advance reforms in global development governance,and functions as an institutional vehicle that continuously enables the Global South by enhancing its international discursive power and collective capacity for action.Moreover,the BRICS is increasingly spearheading transformations in the global system of knowledge production and dissemination on development,facilitating the Global South's efforts to decenter Western dominance in development discourse and knowledge production,and to reduce dependence on Western-centric development paradigms.In turn,the Global South is driving the BRICS toward evolution into a genuinely global multilateral institution. Although this strategic synergy has emerged as a pivotal force in driving the transformation of global development governance and has yielded notable achievements,it also faces dual challenges stemming from internal tensions and external countervailing pressures,which constrain the sustainability of its reform momentum.Looking ahead,this study suggests that China can play an enabling role in promoting the institutionalization of the BRICS,shaping global narratives of the BRICS and the Global South,and building global institutions for knowledge production and dissemination on global development and modernization.关键词
