中老铁路口岸实施"一地两检"通关方案研究
Research on Implementation of"One-Stop Joint Inspection"Clearance Scheme at China-Laos Railway Port

Abstract
To achieve high-quality development of the China-Laos Railway and enhance the timeliness and convenience of its cross-border transportation,this study analyzed the current situation and existing problems of the"Two Locations,Two Inspections"clearance mode.It was identified that this mode adversely affects the railway's market competitiveness in terms of transport time and cost.The feasibility of implementing a"one-stop joint inspection"mode for the China-Laos Railway was analyzed from three perspectives:international multimodal transport application experience,site conditions,and information technology innovation.Three operable implementation schemes were proposed.Through comparison and selection,the optimal scheme was determined to be establishing a joint control area for cargo's"one-stop joint inspection"at Mohan Station and a joint control area for passengers'"one-stop joint inspection"at Boten Station.The research outcomes provide a reference for optimizing and improving the clearance mode of the China-Laos Railway.关键词
