共同富裕目标下相对贫困治理的中国方案
China's Approach to Addressing Relative Poverty under the Goal of Common Prosperity

Abstract
Entering a new stage of development,China's poverty alleviation efforts have shifted from addressing survival-level"absolute poverty"to tackling development-related"relative poverty."Addressing relative poverty and advancing common prosperity for all are mutually reinforcing.Tackling relative poverty is both an essential requirement and a crucial measure for achieving common prosperity,while common prosperity serves as the ultimate goal and value orientation for relative poverty governance.Both objectives converge in the grand undertaking of national rejuvenation and building a strong nation.Compared to the absolute poverty eradication pursued under the goal of building a moderately prosperous society in all respects,addressing relative poverty under the common prosperity objective exhibits distinct characteristics:a long-term governance process,multidimensional governance indicators,and a systematic governance logic.Advancing the governance of relative poverty under the goal of common prosperity requires selecting implementation pathways within high-quality development.Among these,promoting coordinated regional development serves as the strategic foundation for relative poverty governance;advancing the equalization of basic public services constitutes the key lever;improving the income distribution system provides essential safeguards;and fostering the coordinated development of material and spiritual prosperity represents the practical purpose of relative poverty governance.关键词
