从气候泛安全化到绿色贸易壁垒:逻辑、表征与因应
From the Pervasive Securitization of Climate to Green Trade Barriers:Logic,Manifestations,and Responses

Abstract
The international community has reached a preliminary consensus on the relationship between climate change and national security.However,without clear definitions and constraints,climate security risks being generalized or even abused as a tool and weapon for hegemony,unilateralism,and protectionism.Currently,insufficient effectiveness in global climate cooperation and stalled negotiations within the multilateral trading system,coupled with some nations securitizing institutional competition and climatizing industrial security,collectively trigger the securitization of climate issues and create green trade barriers.The green trade barriers stemming from this over-securitization exhibit characteristics where risks precede threats,domestic law supersedes international law,and"small yards with high walls"take precedence over collective cooperation.American-style barriers emphasize domestic subsidies and external restrictions,while European-style barriers focus on border regulations and risk mitigation.In response,the international community should first leverage existing mechanisms at the United Nations General Assembly to define the boundaries of climate security.Subsequently,guided by minimal cooperation principles within multilateral trade frameworks,it should initiate green trade negotiations to curb such barriers.In addressing climate securitization,China should leverage its strategic initiative and positional advantages to steer climate security discussions at the UNGA,fostering a development-oriented climate club that unifies the Global Security Initiative with the Global Development Initiative.关键词
