泛安全化环境对国家治理的影响
The Impact of the Pervasive Security Environment on National Governance:The Case of Germany's Industrial Policy Transformation

Abstract
Climate change,geopolitics,and technological competition have reshaped the external security challenges facing nations.Against the backdrop of global collective securitization,state governance has transcended traditional security frameworks.By integrating the"cost internalization"logic of externalities theory with the"issue construction"logic of securitization theory,and using Germany's industrial policy transformation as a case study,this paper argues that"internalization"serves as the key mechanism linking macro-environmental pressures to micro-level policy adjustments.The securitization environment drives the evolution of the international order from interdependence toward a"securitization trap equilibrium"through the mechanism of"explicit security costs—defensive policies—complex objectives".Nations internalize securitization effects while balancing security and development.Against this securitization backdrop,nations should proactively transform external risks into endogenous drivers for industrial transformation and technological innovation.This involves building diverse and resilient supply chain systems,strengthening independent innovation,and accelerating green and low-carbon transitions to achieve the organic unity of economic security and global competitive advantage.China's industrial sector,deeply embedded in global supply chains,faces pan-security challenges and can draw lessons from Germany's industrial transformation experience.This involves shifting from passive defense to actively shaping security environments,establishing comprehensive risk prevention systems across entire industrial chains;driving technological breakthroughs through market demand to avoid pan-security"involution";and strengthening international cooperation in frontier fields to enhance institutional discourse power in global green economic governance.关键词
