Global Migration Governance in an Era of Great Changes:Issues,Frameworks,and Prospects

Abstract
The world is undergoing"profound changes unseen in a century",and the global governance system is at a critical juncture of deep transformation and restructuring.Since 2021,China has successively proposed the Global Development Initiative(GDI),the Global Security Initiative(GSI),the Global Civilization Initiative(GCI),and the Global Governance Initiative(GGI),collectively forming the"China Solution"contributing to global governance.As a crucial component of global governance,migration governance has become a key arena for testing the efficacy of the global governance system. China's role in the global migration network has shifted from solely a sending country to a triple attribute of sending,transit,and receiving country.China's deeper involvement in migration governance has become irreversible.Based on the Four Global Initiatives(GDI,GSI,GCI,GGI),this study constructs a comprehensive four-dimensional analytical framework.This framework aims to break through the traditional Western-centric paradigm in existing research,systematically translating the philosophical concepts of the Four Global Initiatives into specific analytical tools,thereby offering a new theoretical perspective for analyzing the structural features and evolutionary logic of the global migration governance system. In response to profound shifts in global migration patterns,global migration governance revolves around five core issues:the balance between national sovereignty and individual rights,the social integration and reintegration of migrants,the alignment of migration management and sustainable development,the nexus of crisis response and security governance,and the integration of technological empowerment and digital governance.These issues exhibit dynamic coupling across the three dimensions of rights,development,and security.Based on a systematic analysis of the multi-level governance architecture—global,regional,national,and subnational dimensions—this study identifies four fundamental challenges existing in the current global migration governance system:pan-securitization and rights deficit in value orientation;insufficient representation and imbalanced responsibility sharing within the institutional framework;fragmentation and soft-law tendency of governance mechanism;and the prevalence of short-termism and implementation gaps in practical pathway. Furthermore,this study proposes the fundamental ideas for the refinement of global migration governance.These include internalizing people-centered values and a holistic view of security;building a multi-stakeholder framework characterized by balanced rights and responsibilities,and inclusive participation;reinforcing governance mechanism through multilateralism,international rule of law and digital governance and advancing an action-oriented process of win-win cooperation.In this landscape,China is poised to fulfill the multiple roles of initiator,coordinator,and actor and offers a distinct contribution to foster a more just and reasonable global migration governance system. Finally,this study proposes critical directions for future research on global migration governance within the perspective of constructing an independent knowledge system for global governance.These include the refinement and validation of the global migration governance theoretical framework,in-depth research on migration dynamics and governance efficacy,paradigmatic innovation in governance systems and knowledge production,cutting-edge exploration of technological empowerment and ethical governance.Systematic research on China's role and strategic responses is also emphasized to provide academic support for a more inclusive,just and effective global migration governance system.关键词
