摘要
Abstract
As the backbone of the national innovation system, the institutional vitality of scientific research institutions is directly related to the improvement of national scientific and technological competitiveness and the implementation of the innovation-driven development strategy. For a long time, these institutions have had problems such as a strong administrative color, slow market response, and insufficient incentives and constraints in terms of personnel, compensation, and finance, which have restricted the full play of scientific and technological innovation efficiency.Based on this, drawing on the viewpoints of new public management theory, this study systematically analyzes the core institutional bottlenecks faced by current scientific research institutions, and deeply discusses the key paths to construct a personnel system oriented towards marketization, contractualization, and flexibility,a compensation system centered on knowledge value and performance contribution, and a financial system characterized by decentralization, empowerment, and result orientation. On this basis,it further proposes a comprehensive evaluation system for reform effectiveness covering five dimensions:politics, innovation, society, economy, and management, aiming to form an institutional closed loop and evaluation paradigm that not only follows the laws of scientific research but also conforms to the essence of"enterprise-style management",providing theoretical support and practical reference for solving reform pain points, improving institutional efficiency, and serving national strategies.关键词
