中国生态产品价值实现政策文本主题挖掘与量化评价
Topic mining and quantitative evaluation of China's ecological product value realization policy texts

Abstract
Constructing a multi-dimensional system for realizing the value of ecological products and improving the content and connotation of policies are of crucial importance for China's green and sustainable development.Existing research has not effectively quantitatively evaluated the overall layout and implementation of policies on realizing the value of ecological products from the perspec-tive of policy content.This paper used the deep learning topic model BERTopic to conduct a text metrological analysis of the policies on realizing the value of ecological products issued at the national and provincial levels in China from 2010 to 2024.And used the PMC-AE index model to quantitatively evaluate the five provinces with the most national typical cases,namely Fujian,Zhejiang,Jiangsu,Xin-jiang,and Yunnan.The results showed that current policies had deficiencies in timeliness,themes,fields,incentive measures,and func-tions.For example,they focused on medium-and long-term planning,pay insufficient attention to carbon sinks and science and tech-nology,and lack incentive means.Accordingly,it was recommended that the design of policies for realizing the value of ecological prod-ucts should clarify long-term goals and be combined with short-and medium-term measures to ensure continuity and effectiveness;improve the carbon sink property rights system and strengthen the construction of fields such as cultural services;attach importance to technological innovation and build an industry-university-research integration system;strengthen talent cultivation incentives,imple-ment tax preferences for environmental protection and energy conservation,improve fiscal and financial policies,and incorporate GEP accounting into the evaluation and audit system,improve and establish an assessment indicator system and assessment mechanism.关键词
