摘要

Abstract

The construction of China's qualifications framework has experienced the evolutionary stages of preliminary exploration,initial construction and in-depth development.From the perspective of institutional"supply-demand",the construction of China's qualifications framework is faced with the dilemmas of insufficient institutional supply,weak policy implementation and poor effectiveness.Based on the analysis of the theoretical framework of institutional change,the absence of action groups,the imbalance of institutional rules and the differences in subject beliefs are the main causes of the current dilemmas.Therefore,it is necessary to promote the construction of China's qualifications framework by driving the participation of multiple subjects to gather construction synergy,realizing the positive interaction between formal rules and informal constraints,accelerating the construction of the discourse system of the national qualifications framework,and empowering the innovation of the qualifications framework with digitalization.
