Institutional Reform of Ownership Rights over Service-Related Scientific and Technological Achievements:A Case Study of Jingdezhen Ceramic University in Jiangxi Province

Abstract
As a local practice sample of the national innovation system reform,the ongoing empowerment reform of service-related scientific and technological achieve-ments in Jiangxi Province is closely related to the transformation efficiency of scientific and technological achievements in the province,and also provides useful reference value for underdeveloped regions seeking to stimulate research vitality through institu-tional innovation.Based on the evolution of the empowerment reform policy in Jiangxi Province since 2021,together with implementation data from pilot institutions and the typical case of the"empowerment transformation+pay-after-use"model at Jingdezhen Ceramic University,this paper analyzes the major structural constraints encountered in the current reform process and discusses possible paths for further deepening the em-powerment reform of service-related scientific and technological achievements.The analysis shows that the core contradiction of the empowerment reform does not lie in the absence of individual policy tools but in the lack of systematic coordination among property rights incentives,evaluation orientation,and supporting resources.By estab-lishing a three-dimensional coordinated framework of separate asset management,evaluation system reform,and concept validation,the reform can effectively tackle com-mon obstacles in technology transfer,such as researchers'reluctance to transfer their results,concerns over transfer risks,and difficulties in commercialization.This frame-work offers an institutional approach to facilitate the deeper integration of regional scien-tific and technological innovation with industrial development.关键词
